Introduction
Kochi, formerly known as Cochin, is the Commercial Capital of Kerala. Kochi popularly
known as the Queen of Arabian Sea flaunts one of the finest natural harbours of
the world and was the centre of the World Spices Trade for many centuries. Kochi
and Mumbai are the only two cities which have landing points for International Submarine
Cable Links for 15 GBPS bandwidth and Kochi turns out to have the cheapest network
bandwidth cost. One of the recent surveys by NASSCOM has identified Kochi as the
second-best ITES (Information Technology Enabled Services) destination in the country.
Kerala has the highest literacy rates and Kochi is the first district in Kerala
to have achieved 100% literacy rate in the country. INFOPARK located at Kakkanad,
Kochi is one of the newly developed IT Parks of the Government of Kerala and has
ambitious plans to become one of the major IT Parks in the country. The IT and ITES
companies in INFOPARK benefit from the infrastructure facilities as well as the
low-cost INTERNET bandwidth. The Software Development & Training Centre (SDTC) Kochi
is located at Kakkanad close to Cochin Special Economic Zone and INFOPARK and ideally
placed at a strategic location to offer wide range of e-Governance services.
Software Development & Training Centre (SDTC) Kochi
The National Informatics Centre (NIC), a premier Government organization in the
field of Information Technology under Ministry of Electronics & Information Technology, has established
NICNET (NIC Network) as a network backbone for driving e-Governance and bridging
both Information and Communication gaps and e-Governance support to Central Government,
State Governments, UT Administrations, Districts and other Government bodies. NIC
provides a wide range of ICT services to Government Departments by designing and
developing ICT solutions including most of the Mission Mode Projects (MMPs) at Central
and State level.
Software Development & Training Centre (SDTC) Kochi has been established at Kendriya
Bhavan Kakkanad just opposite to the Cochin Special Economic Zone. SDTC Kochi provides
INTERNET bandwidth support to about 47 locations including Airport, Lakshadweep
Adminsitration, Lakshadweep Islands, Central Organizations like Spices Board, Coir
Board etc. SDTC Kochi also provides e-Governance related ICT support services to
Central Government Departments, Boards, Public Sector Undertakings, etc in Kochi.
SDTC Kochi aspires to become a premier Government Department under NIC specializing
in industry-standard e-Governance Products and services, Development of ICT Skills
of internal NIC Employees, implementing e-Governance standards in all products and
services, developing and or updating standards for Software Development Life Cycle,
Product Testing and Acceptance, e-Gov and other software product training, fostering
industry-academic collaboration. Conversion of the present Network Operating Centre
(NOC) into a Business Continuity Centre (BCC) or a Data Centre for DR (Disaster
Recovery) site.
Our Mission is to achieve the vision by practicing the following activities and
through sustained project management principles.
- Modules of National Mission Mode Projects (MMPs), State MMPs and District MMPs and
newly identified national or state MMPs or other e-Gov projects could be taken up
through Central Project Evaluation Committee (CPEC) and e-Gov Products and Services
could be designed and developed using industry standards.
- Identification of Successful e-Gov projects and MMPs at States so that these projects
could be generalized and productized. Bring out baskets of e-Gov Products and services
which could be replicated in other states by the respective state units and district
units.
- Successful District level e-GOV and MMPs may be productized and provide to various
states and districts for replication
- Related projects / modules, under various identified domains from across projects,
may be productized and brought out as full-fledged e-Gov product for replication
in other states.
- Potential products and services as identified by International Cooperation Division
may be assigned to various SD & TCs for expedited productization and customization.
- SDTC will bring out the Best Practices and Coding Standards for Software Development
in NIC.
- Software Testing, Security Audit and other Infrastructure will be setup at SDTC
Kochi and these facilities will be used for Software Testing and Acceptance in respect
of outsourced e-Gov projects / products
- SDTC could offer Security Audit Services (Internal ) and Coordinate External Audits
through identified vendors
- Enhancements of Products and Services as per Change Management
- Skill Development Programmes (SDP) at NIC will be coordinated by Training Division
Delhi at National level and SDTC at Regional level
- Training on Products and Services may be coordinated by SDTC Kochi for replication
- Training Calendar for continuous Skill Development Programmes for NIC employees
as well as for various Products and Services
- Customized Training for State and Central Government Departments
- Strategic Planning with Short-term objectives
